Job Description:
Summary About the Position: This position conducts
nonprofessional technical work in functions such as research,
development, design, evaluation, construction, inspection,
production, application, standardization, test, or operation of
engineering facilities, structures, systems, processes, equipment,
devices or materials. Responsibilities Serve as the main point of
contact for Job Order Contract/Indefinite Delivery Indefinite
Quantity contract administration activities. Advise on procedures
and actions necessary to expedite the preparation of construction
contracts, and modifications to military and environmental
construction contracts. Distribute and balance workload among team
members and serve as liaison to supervisor. Prepare comprehensive
construction cost estimates for construction of military
construction facilities and projects. Handle military construction
and supply contracts to include preparation of construction
contracts and modifications; finalizing specifications and
evaluating contractor claims. Requirements Conditions of Employment

described below. Experience refers to paid and unpaid experience,

experience, including volunteer experience. Your resume must

document. Specialized Experience: One year of specialized
experience, which includes managing engineering and construction
projects that include contract administration and quality assurance
services related to construction. This definition of specialized
experience is typical of work performed at the next lower
grade/level position in the federal service (GS-11). Some federal
jobs allow you to substitute your education for the required
experience in order to qualify. For this job, you must meet the
qualification requirement using experience alone--no substitution
of education for experience is permitted. You will be evaluated on
the basis of your level of competency in the following areas:
Contracting/Procurement Cost Estimation and Analysis Technical
Competence Time in Grade Requirement: Applicants who have held a
General Schedule (GS) position within the last 52 weeks must have
52 weeks of Federal service at the next lower grade or equivalent
(GS-11). Education Additional Information Male applicants born
after December 31, 1959, must complete a Pre-Employment
Certification Statement for Selective Service Registration. You
will be required to provide proof of U.S. Citizenship. One year
trial/probationary period may be required. Direct deposit of pay is
required. This position requires you to submit a Confidential
Financial Disclosure Report (OGE450) upon entry, and annually
thereafter. Selection is subject to restrictions resulting from
Department of Defense referral system for displaced employees. If
