The primary purpose of the position is to perform a wide range of clerical and technician work supporting budget analysis and administration. Current Permanent Employees of the Veterans Health Administration Loma Linda Nutrition and Food Services only Learn more about this agency Responsibilities Duties include but are not limited to the following: * Develop and monitor resources make recommendations to the service regarding needs, distribution, or redistribution of these resources * Administer budget for several fund control points and serve as the budget financial advisor for the Chief. * Administer essential data for the annual budget forecast to Executive Leadership for annual budget requests based on studies of past expenditures, knowledge of Nutrition and Food Service requirements, program plans, and/or workload forecasts. * Maintain budget control records and assures funds are used in accordance with the operating budget. * Execute fund control authority and establish internal methods of control to ensure funds are used according to operating plan and/or within regulations. * Process all vouchers with the appropriate office and carry out any needed follow- up, including travel vouchers for all service staff and/or vouchers for payment. * Establish a procurement system for expendable supplies and equipment to address the needs of the Service in meeting overall and/or individual objectives. * Assist with reviewing and submitting for other office requests for supplies, equipment, services and/or other needs as directed by the Chief or designee. * Apply administrative rules, regulations, procedures associated with recording, reporting, processing, and keeping track of budgetary transactions such as credit, receipt, transfer, allotment, withdrawal, obligation or outlay of funds. * Participate in compiling, consolidating, checking and arranging funding data in requests to cover projected annual operating expenses * Prepare various documents to assist with formulating and analyzes the service's current budget. * Prepare required documentation to resolve discrepancies with cost reports, budget analysis or other service-related needs. * Assist with performing other general clerical duties as assigned by the direct supervisor. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: * Specialized Experience: (In addition to meeting Time and Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Computer applications, prime vendor programs, Excel, Word, accounting, budgeting, accounting methods, accounting procedures and techniques, budgeting and statistical principles. You will be rated on the following Competencies for this position: * Budget Administration * Control of Funds * Customer Service * Organizational Stewardship Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
